SECTOR 2 Law No. 2004-052 of 27 August 2004 establishes a free zone for biotechnology and information and communication technologies in Côte d’Ivoire. In compensation for the tax rebate provided for in Article 32, this law stipulates in Article 31 that any enterprise that is subject to the ZBTIC regulation be exonerated from all taxes and levies during its activities. There is also a project “one student one computer” to extend ICT access to students. In Côte d’Ivoire, the government is not the biggest advertiser. As a result, it is difficult to use its power in the allocation of advertising contracts as a means of influencing the editorial content of newspapers. That said, the panel noted that there is an ongoing debate in the country over the fair division of institutional support for media enterprises. Mobile telephone companies are still the biggest advertisers and they enter into preferential agreements with certain media.
