SECTOR 2 2.10 Private broadcasters deliver a minimum of quality public interest programmes. According to the panellists, private radio stations offer public interest programs but their quality often leaves much to be desired. The private radio station Nostalgie broadcasts a program called “After work” that is very useful. Regulation no. 2012-293 of 21 March 2012 concerning telecommunications and information and communication technologies, established the Authority for the Regulation of Telecommunications and Information and Communication Technologies of Côte d’Ivoire (ARTCI). ARTCI has existed since March 2012, as the result of a merger of the Telecommunications Council and the Telecommunications Agency. It is also equipped with a Regulatory Council. This law governs the policy and the regulation of ICTs in order to provide a good service to the public. The mission of the ARTCI, as defined by the law, includes amongst others: “to define principles and allow the pricing of services provided under the monopoly regime; to authorise the use of telecommunication services; to issue final approvals of equipment; to protect consumers; to regulate the internet, competition and interconnectivity; to assign the spectrum of frequencies to telecommunications stakeholders; to contribute to the exercise of any other public interest mission entrusted by the government for the state accounts in the telecommunications sector; to contribute to the exercise of state obligations in matters of defence and public security.” 90 AFRICAN MEDIA BAROMETER Côte d’Ivoire 2016
