3.8 The state/public broadcaster is technically accessible in the entire country. The RTG is not technically accessible in the entire country but covers only about 60% of the national territory. According to one panelist, this is partly due to problems around the maintenance of equipment. Ever since the Bug11 struck in the year 2000, the RTG can no longer access its archives or use its sound tape library to add variety to its programmes. The overall programming schedule has still not been sorted out. Reportage on the activities of the Head of State frequently interrupts scheduled programmes. The bulk of programming on television consists of films, plays and dance shows, all of fairly low quality because there is no production budget. Each production activity has to be cleared from above. In addition, the state monopolises television for propaganda purposes. While the state/public broadcaster still strives to offer varied programming, diversity remains very limited. 11 Migration to new computer systems in 2000 created problems of scheduling and programming due to different date formatting in computer memory, which also affected the hard and software. This phenomenon blocked access to certain digital archives stored in the old computers at RTG. 104 AFRICAN MEDIA BAROMETER GUINEA 2011
