Participants concurred that the State does not try to block or ilter internet
content in Mozambique in any way. However, panel members saw the fact that the
government blocked the circulation of text messages following the demonstrations
on 1 and 2 September 2010, as a sign that government could act in a similar
manner with regards to the Internet.
