SECTOR 1 In the second semester of 2010, civil society organisations forced a national debate on the government’s decision to authorise the multinational aluminium producer, Mozal, to release gas from its factory in Matola municipality without ilters (the bypass process). he debate arose because the government never published the content of the environmental impact assessment report on the bypass, on the basis of which it had authorized Mozal to release gas directly into the air. Participants pointed out that even with a law on the Right to Information, the problem of access will not be easily resolved because the culture of secrecy surrounding State matters of public interest has become a cultural problem. Addressing this problem implies a need for change in the mind-set of the civil service.
