Government makes every effort to honour
regional and international instruments on freedom of
expression and the media.
Participants noted that the government deserves positive marks for adopting
various regional and international instruments on freedom of expression and the
press, namely:
1. Universal Declaration on Human Rights (through Mozambique’s
adherence to the United Nations Charter);
2. Declaration of Principles on Freedom of Expression in Africa (Mozambique
is a signatory of the African Charter of Human and Peoples’ Rights);
3. SADC Protocol on Information, Culture and Sport.
Article 18 of the Constitution of the Republic of Mozambique (International
Law) establishes the following:
1. International treaties and agreements, duly approved and ratiied, are in
force in the Mozambican legal order following their oicial publication
and as long as they are internationally binding on the State of Mozambique.
2. International laws have the same value in the internal legal order as do
infra-constitutional laws approved by the Assembly of the Republic and
the Government.
