Some participants maintained that by default, the Government uses its power to place advertisements in a way that interferes with media content. In other words, by placing advertising exclusively in the Noticias daily newspaper, the State ends up interfering, indirectly, in the content of publications that are excluded, due to the simple fact that this distorts the advertising market and threatens their sustainability. he argument that the State places its advertisements in the newspaper with the biggest circulation does not hold either, as A Verdade, a newspaper with recorded circulation numbers, does not beneit from advertising by public entities. In addition, Memoranda of Understanding between government institutions and the public media were considered a form of interference in their editorial content, to the extent that those agreements tie them to preferential coverage of those institutions’ activities. 100 AFRICAN MEDIA BAROMETER MOZAMBIQUE 2011
