Initiatives such as the Millennium Villages and Community Multimedia Centres in rural areas are part of the ongoing implementation of the ICT policy. Eforts by Electricidade de Moçambique to expand the national electricity grid, complemented by rural initiatives by the Energy Fund, have assisted in the expansion of ICT by improving the rural population’s access to electricity. However, connectivity problems and the production of locally relevant content remain serious obstacles to the dissemination of ICT among the vast majority of the Mozambican population. he technological migration implementation strategy of the Mozambican National Communications Institute (Instituto Nacional das Comunicações de Moçambique – INCM) provides for civil society Involvement in the process.
