Analysis Created through Act 92-036/AN-RM of 24 December 1992, the Malian Press and Advertisement Agency, a government agency, has the monopoly in the advertising market. Other communications and advertising agencies have emerged as a result of the accommodating attitude of AMAP. Practice shows that the award of a contract depends on the nature of interpersonal relationships. Representatives of the government authority do sometimes negotiate directly with the agency of their choice. This has an influence on the content and many agencies have had to pay the price.
