State print media are not subsidised with tax payers’
money.

Analysis
Despite its status as a public administrative institution (EPA), the
state media still receives government subsidy. It must be said that
EPAs in Mali evolve in an obscure legal environment, which grants
the government, as the main donor, the right of inspection.

Government does not use its power over the placement of
advertisements as a means to interfere with media
content.

Analysis
Created through Act 92-036/AN-RM of 24 December 1992, the Malian Press and Advertisement Agency, a government agency, has the
monopoly in the advertising market.
Other communications and advertising agencies have emerged as a
result of the accommodating attitude of AMAP. Practice shows that
the award of a contract depends on the nature of interpersonal relationships. Representatives of the government authority do sometimes negotiate directly with the agency of their choice. This has
an influence on the content and many agencies have had to pay the
price.
