urban phenomenon, is rapidly developing and is relatively accessible.

Efforts are undertaken to increase the scope of circulation 		
of the print media, particularly to rural communities.

Analysis
Despite the lack of political will to set up a delivery service, efforts are however being deployed to promote newspapers which are
still an urban product. Local and regional newspapers are emerging.
There are readers but very few buyers. These efforts are modest;
concerned structures must be reorganised from within to be capable of reporting local information.
Rural areas receive the news in local languages. Kibaru, Kibaré,
Xaabaré, etc are widely printed and cover various linguistic zones.
These actions are supported by the Jamana cultural cooperative
distribution network which edits the magazine in the Bamanan
Jèkabaraa language printed at 30,000 copies.

Broadcasting legislation has been passed and is 			
implemented that provides for a conducive environment for
public, commercial and community broadcasting.

In Mali, the creation of broadcasting stations preceded legislation in
