Citizen’s access to sources of domestic and international media is not limited by
state authorities.

Analysis:
Broadcasting of foreign sound and televisual broadcasts has not been regulated as yet in
Mali.
But already, in addition to local radios and newspapers, Multi Canal and Mali vision are
broadcasting a bouquet of about 100 foreign cryptated television channels. There are also
4 foreign radio programmes which are fully or partially relayed by national, public or
private organs.

Efforts are undertaken to enlarge the distribution range of the written press,
particularly in rural zones.

Analysis:
Certainly, there are efforts for the promotion of newspapers, still being an urban product.
In Bamako readers are affected by disloyal practices - every newspaper bought is read by
about 10 (ten) people. The readers are there, but only a few buyers. A feasibility study on
viable distribution networks was undertaken and did reveal a strong demand in the
interior of the country. These efforts have not materialized yet due to the lack of financial
means and dynamics slowing down the process already in place for years.
The mainly illiterate rural zones are serviced with national language press. Among these
magazines are Kibaru, Kibaré, Kabaré, Jèkabaraa, etc. .with strong issues and covering
different linguistic fields.
