placement of advertisements as a means to interfere
with editorial content.
The power of the State is pervasive in the awarding advertising contracts.
Certain newspapers no longer receive any advertising contracts from the
State following disagreements with the latter. This aspect is very constrictive
to economically struggling newspapers that depend on these adverts in order
to survive. The newspaper La Gazette de la Grande Ile, regularly denounces
this situation. The panel also concedes that big advertisers, such as mobile
telephone companies, have a certain measure of editorial influence.
