2.11 The country has a coherent ICT policy and/or the
government implements promotional measures,
which aim to meet the information needs of all
citizens, in-cluding marginalised communities.
Since 2012, the government has made very little effort by to establish a coherent
ICT policy. According to the panel, the distribution of tablets was an encouraging
measure but given that the State receives a percentage of the sales, one could
doubt its intentions. Internet remains expensive for the average person and is
therefore restricted to a minority of the population. The Internet penetration rate
remains very insignificant in Madagascar. According to Web Internet World Stats
this amounted to a mere 4,6% out of a population of 23,8 million in November
2015; thus only 1 out of every 100.000 Madagascans use the Internet.

The general opinion is that the democratisation of ICT will still take a long
time to be effective in terms of accessibility and cost.
For some, the State even feels threatened and weakened by the
popularisation of the Internet. It has been resisting the installation of fibre
optic cable for a number of years now.
