2.10 Private broadcasters deliver a minimum of
quality public interest programmes.
The quality of Malagasy programmes is discussed a lot at present. However, the
specifications set forth by the High Council of Audio-Visual (programming), gives
clear enough directives, calling for content that is informative, educational, as well
as locally produced, whether it be radio or television. People are generally of the
opinion that media content remains superficial, which impoverishes its quality.
In the regions, the public interest is aided by radio stations, which offer local news,
even if a lot of the local programming grid involves dedications. However, local
presenters, often without neither training nor technical expertise, are limited
regarding the subjects they could treat, as well as the manner in which they are
treated. They are rather radio DJ’s than journalists. As far as the private
Evangelical radio stations are concerned, their programme content is limited to
playing gospel music and running shows proper to their own religious views.

Projects funded by international donors, allow a greater possibility to provide
better quality programming, but very few media houses have access to it.
Business people retain a great deal of interest in influential media channels
and hence invest for the most part in newspapers.
