In Mozambique, print media publications require authorization from a government body to be able to carry out their activities, in accordance with this extract from Article 19 of the Press Law : “Before its publication, all media are subject to registration” (number 2). The Information Office was formed by means of Presidential Decree number 4/95, October 16, as a technical assessment unit subordinate to the Office of the Prime Minister. In other words, the Information Office is a substitute institution for the Ministry of Information. Nevertheless, in terms of Article 24 of the Press Law, those publications whose distribution does not exceed 500 (five hundred) copies are exempt from registration; however, it is compulsory for interested parties, by means of an application sent to the Information Officentretanto, to request exemption from the register which, in material terms, is the same as the register, since this applies to almost all publications with circulation above 500 (five hundred) copies. However, these legal requirements never presented a hindrance for any publication, in any particular manner, to be rejected, as long as the documentary process required in terms of the law is in compliance.
