Some of the major religions are also more present than others in broadcasting.
In the print media however, there are no papers in local languages and this has
been an issue that literacy groups have always called for.
With regards to ethnicity there are not many complaints on since some ethnic
groups seem to be represented in one form of expression or the other. he exception
is that of the Voudouists, who are frustrated about the little media coverage that is
given to their ritual festivals.
It is the minority political groups that have openly comlained about being excluded
from the media.

The country has a coherent ICT policy or the
government implements promotional measures,
which aim to meet the information needs of all citizens,
including marginalised communities .
According to the panelists, Benin is one of the rare cases of countries in the subregion which does not have a coherent ICT policy. At least this is not felt by the
stakeholders despite the availability of well furnished documentation on projects
in that area since they have not been given much publicity and therefore a lack
of ownership of the initiatives, e.g. the ITC, Postal and Telecom Sector Policy
and Strategy Paper (2008). Some scattered measures such as tax exoneration on
computer hardware, the Egouv (E-government) project, the Long Term Automated
Electoral Register (LEPI) have certainly been initiated but there is a feeling of
