SECTOR 3 The law touches on the idea of respect for the “pluralism of information” in Article 31 of Ordinance 92-039, in a more general reference to the programming and broadcasting grid. Aside from this article, the text does not mention the obligation to promote such pluralism by taking into account the full spectrum of diverse views and opinions. The obligation to provide accurate and full information, on the other hand, is clearly stipulated in Article 84 of Ordinance 92-039: “The professional agent ... must ensure the quality, authenticity and completeness of the information he delivers to the public with a concern for thoroughness, integrity and intellectual honesty”. RNM and TVM are making efforts to offer diverse and creative programmes with the means available and taking into account local content. Local feature stories provide the general public with the opportunity to discover and learn more about Madagascar and the economic potential of its regions. However, most of these features are only broadcast during the daily news hour. In any case, it appears that foreign productions are always greater in number than programmes produced in Madagascar. This is due in large part to the limited financial, material and technical means available to TVM and the RNM, especially subsequent to the fires that wreaked havoc in their buildings.
