3.12 Community broadcasting enjoys special
promotion given its potential to broaden access by
communities to the airwaves.
Community radios are radio stations established at the initiative of communities,
managed by an elected committee in an inclusive manner. There is no law in
Madagascar that defines a community radio, its obligations or its function even
though such stations exist in cities outside of Antananarivo. Radio Antsirabe
Haja (FM 100) and Radio Betafo (operational since the early 90s) were cited as
examples.
Community broadcasting is not promoted by any specific policy or supported
by government in any way. These stations obtain support from international
and independent organisations such as the Dodwell Trust. Because they are
functioning and truly independent radio stations able to lead and mobilise
community members, they are often defended by candidates for political office
who promise to intercede on their behalf with financing agencies. Unfortunately,
these are mostly empty promises and candidates rarely put their words into action.
