SECTOR 3 3.9 The state/public broadcaster offers diverse programming formats for all interests. The panel noted that the public broadcaster is now offering a variety of programmes. The national television and radio services are also making efforts to broadcast regional events. Programmes dedicated to children and young people in the Malagasy language and in French are now being aired. There are also cultural programmes (on music, cultural events, the discovery of historical sites), political and economic programmes (televised debates and documentaries), social programmes (on health and well-being, community life, women and maternity, etc.), and religious programmes, mostly of the Christian faith. Moreover, TVM is making the commendable effort of giving the hearing-impaired better access to its programmes where possible via the use of sign language. Balanced information is rare in the public media. This is a result of political interference in editorial decisions and relegates TVM and RNM to the status of government spokespersons or “his master’s voice”. Diverse opinions are not being adequately, let alone fully, reflected. Due regard for the independence of the public broadcaster is merely a campaign promise of candidates during election periods. 108 AFRICAN MEDIA BAROMETER MADAGASCAR 2010
