1.10 The state does not seek to block or filter internet
content unless laws provide for restrictions that serve
a legitimate interest and are necessary in a democratic
society.
The State is certainly eager to block or filter internet content. However, it has
no means to do so apart from cutting electricity or the submarine cables. In
principle, the HAAC should have a regulation to ensure the protection of citizens
and democracy. However, no material means are available to this effect. General
dispositions exist but there are no specific provisions of a practical nature to
implement this regulation.
