There are no laws guaranteeing the editorial independence of ORTM. For 50 years it has operated under State control and staff members continue to function from this perspective. Despite the change in its status – by decree N°92-021 of October 5, 1992; decree N°92-180/P-RM of October 27, 1996 stating modalities of both organisation and function; and decree N°96-284/P-RM of October 28, 1996, governing the acceptance of specifications – which gave Mali new responsibilities and missions, old habits die hard. There is a need for courageous leadership to inspire the spirit of modern public service.
