Office bearers with the state and political
parties as well as those with a financial interest
in the broadcasting industry are excluded from
possible membership on the board of the state/public
broadcaster.
The designated minister, the Minister for Communications and Information
Technology, is a member of ORTM and its chairperson, and therefore clearly
supports a political interest and is a State representative. The General Director is
appointed by a decree from the President of the Republic on recommendation by
the Minister for Communications and Information Technology.
Decree N°92-180/PG-RM of October 27, 1992 governs modalities for the
organisation and functions of the ORTM, and defines its administrative and
managing body. Conditions of executing ORTM’s mission are stated in its
formulating law are determined by the Decree N°96-284/P-RM of October 23,
1996, governing specifications acceptance.
As a result of various orders, ORTM faces numerous management problems. Its
official status is a public establishment of administrative character (an EPA) and,
thus, as a State institution, it is plagued by cumbersome bureaucracy. ORTM has
not escaped Government control and the State remains its major shareholder. As
a result, the State has all the latitude to make administrative changes as it pleases
within its structure. Beside the two staff members, other members of the body are
civil servants who are obliged to submit to their administrations and respect their
supervisors, who are also members of the ruling political party.
