The state/public broadcaster is adequately
funded in a manner that protects it from arbitrary
interference through its budget and from all commercial
pressure.
ORTM has the status of a public establishment of administrative character, with
moral personality and autonomous management a budget of about 6 billion
FCFA and specifications just as the other broadcasting bodies. The fact that the
State provides two-thirds of the ORTM budget does not allow it to escape from
commercial pressures, either. There are no measures to protect it from arbitrary
interference.
These specifications define obligations for both the ORTM and the State in
terms of implementing radio and television broadcasting with a public service
mission. For instance, local content for radio broadcast must be at least 80% and
for television at least 60%.
ORTM must develop quality programmes that are aligned with the national,
regional and local plan, while progressively extending its production, broadcasting
and transmission networks in order to cover the entire country.
The State, meanwhile, provides annual financial contribution to ORTM, which
allows the broadcaster to it to make up for losses, given the importance of its
responsibilities.
