ASS-MSCPJ-MDSI that defines specifications for receiving frequencies from
the Ministry for Communications and Information Technlogy for private FM
broadcasting services.
It is hoped that the legal reforms will result in the establishment of a unique,
strong and independent regulatory body.

The state/public broadcaster is accountable to
the public through a board representative of society
at large and selected in an independent, open and
transparent manner.
The Board of Directors of the Office of Radio and Television Broadcasting of
Mali (ORTM), the public broadcasting body, comprises eight members chaired by
the Minister for Communications and Information Technology.
From the eight members, five are nominated as representatives of State powers.
Civil society at large is represented by the Consumers’ Association of Mali,
which is apparently unrepresentative. The members appear to be selected on a
personal basis. Some of the board members are pensioners, while others have been
discharged from their functions, and as such the council cannot be representative
of Malian society in its diversity and cannot be held accountable to the public.
