• There have been changes
• There has been an increase in the number of

• The National Media Commission met to issue Audio-visual 		
media licences.
• Some private media practitioners had access to the Unity 		
Palace for official invents.
• Bloggers have increased.
• Internet sites for media organisations have increased
• Freedom of expression has improved although the new 		
Minister of Communication has been intimidating 			
journalists.

are more committed to helping in social battles.

3. What are the main obstacles for further positive changes?
• Absence of adequate training facilities.
• Paucity of resources.
• Lack of political will. The Florence Convention is not 		
applied.
• Multiplicity of decision-making points.
