Final Draft/Rev.5 (3) In providing targets for the fulfillment of universal service obligations by the designated postal operator, the Authority shall have regard to(a) measurable quantity and quality of service standards for postal services in relation to customer satisfaction; (b) speed, reliability and security of the service; and (c) accessibility to and affordability of universal postal services. (5) The designated postal operator may receive funding from the Fund. Postage stamps 69. (1) No person other than the designated postal operator shall produce postage stamps. (2) The image depicted on postage stamps shall be of national and international interest and shall project the good image of Botswana and its people. (3) Postage stamps shall be available for sale to the public at the prices equal to the value denoted thereon. (4) The designated postal operator shall develop a stamp issuance policy for approval by the Authority. (5) All postage stamp archival materials produced belong to the Government and shall be kept by the designated postal operator. (6) The designated postal operator may enter into arrangements with any person to sell postage stamps. (7) The Authority may authorize exchange of unused adhesive postage stamps which have not ceased to be valid by reason of any directions made by the Authority, and which have been inadvertently undersigned or spoiled or rendered unfit for use. Posting of postal items 70. (1) No person other than a postal operator shall erect and maintain letter posting boxes or mail delivery boxes. (2) No letter posting box or mail delivery box shall be so placed as to interfere with road traffic. (3) A postal item shall be deemed to have been posted when it is put into a letter posting box or accepted at the post office counter. 31
