Chad However, a lot of hassles and questions are brought to the fore in the organising of elections for the broadcaster representatives. In 2003, the Ministry of Communication requested the re-organizing of elections for the media representative which was elected in January of the same in accordance with the previous legislation. This reelection could not be done as the broadcasters organization stood against it. The latest election was contested by the Union of Private Radios of Chad (UPRC) and the Association of Private Media Publishers (AEPT). They claimed concerns over the number of voters: there should have been 450 voters, but more than 650 people voted. Also the quality of voters and some of those elected that are not exercising the profession of journalists as defined by law. A complaint was lodged by two organizations asking for the cancellation the election. However those elected took the oath. The civil society organizations are not associated to the appointment of HMC members in Chad. However they did not react, demanded their participation nor shown their disapproval although the way the appointment was done was not transparent.
