in his power, implementing a rule of censorship because of events in
the East of the country, etc…) shows that we are facing the silence
of complicity confirming that HMC does not have the public interest
at heart, does not assure equity and diversity of views taking into
account the wider Chadian society. We are waiting and watching if
the new team which took oat in May 2007 will perform.

The decisions of this body, especially on attributing
licences, are guided by an audio-visual media policy
in a transparent and inclusive way.

ANALYSIS:
Many operating licences have been awarded by the HMC. But the
beneficiaries of these licences are facing financial difficulties in
particular in relation to the purchase of the necessary equipment
and tax payment.
