GABINFO grants licences – but it is not necessarily a regulator. The licences issued by GABINFO are precarious, relate to certain geographical areas and must be renewed every three months. On the other hand, panellists highlighted that there are strong indications of the existence of more than 100 requests from applicants that have been waiting for the government to issue licences for several years.
