and licences, does so in the public interest and
ensures fairness and a diversity of views broadly
representing society at large
As has been referred to above, Mozambique does not have a regulatory body
for broadcasting. GABINFO grants licences – but it is not necessarily a regulator.
The licences issued by GABINFO are precarious, relate to certain geographical
areas and must be renewed every three months. On the other hand, panellists
highlighted that there are strong indications of the existence of more than 100
requests from applicants that have been waiting for the government to issue
licences for several years.
