Essential electronic communications services shall be provided in accordance with the terms and conditions of the applicable licence. The following essential electronic communications services shall be provided free of charge: emergency service; operator assistance for remedying faults; and (c) directory assistance services. Change of control of licensee 24. (1) A licensee shall, in the prescribed manner and form, notify the Authority of any direct or indirect changes to its shareholding. (2) A licensee shall obtain the Authority's prior written consent for Necessity for scarce resources assignment Register (a) any transfer of shares which would result in the direct or indirect ownership of more than twenty-five per centum of the issued voting share capital of the licensee; or (b) any change in the ownership of the licensee's issued voting share capital that results in a change in the composition of one quarter of the licensee's board of directors. 25. Nothing in this Part shall be construed as permitting a licensee to commence its activities contrary to any provision of this Act relating to the requirement to obtain rights of use for scarce resources in accordance with Part VI. 26. (1) The Authority shall keep and maintain a Register under this Act, in which the Authority shall enter the names and other details relating to the licences; information relating to applications rejected by the Authority and the reasons therefor; or (c) any other information that the Authority considers necessary for purposes of this Act. (2) The Register referred to in sub section (1), shall be kept at such places as the Authority may determine, and shall be open to inspection by the public at such times and on such conditions, including the payment of fees for inspection, as may be determined by the Authority.
