2.2 Citizens’ access to domestic and international media sources is not restricted by state authorities.
On the whole, the Togolese authorities do not restrict citizens’ right of access to
the media. But the State sometimes suspends the operation of the media over
small disputes.
International media have signed five-year agreements with the HAAC for the
installation of broadcast antenna. In terms of the signed agreements, the media
have to pay a fee to the State. For instance, in order to extend the agreement
and use of the equipment in 2007, Radio France International (RFI) paid a fee of
approximately CFA francs 40 million (USD 72,000) for the Lomé, Agou and Alédjo
frequencies.
Some international media organisations do not renew their contracts. In order
to pay less, they circumvent the provisions by signing partnership agreements
with private community and commercial radio stations. The HAAC has drawn the
attention of community radios to this situation.
