There is no regulatory framework for the development of Information and Communication Technologies (ICT) in Madagascar. Nevertheless, during World Press Freedom Day celebrations 2012, the Minister of Communications, in an attempt to be reassuring, pointed out that a bill had been drafted. It might still be reviewed before being tabled in parliament for adoption. It should also be pointed out that the University of Antananarivo was networked together with foreign universities thanks to the same minister’s initiative. There are also initiatives at regional level that aim to set up a Regional Informatics Center (RIC) in order to connect the regions around, for example, a central civil registry.
