2.5 Adequate competition legislation/regulation seeks
to prevent media concentration and monopolies.
Madagascar does not yet have a legal framework for this area. Media owners
who have the financial means can buy or establish various media facilities. For
example, Ultima Media Group publishes four newspapers (The News, Taratra,
Courier Madagascar, Madagascar-Journal JDM) and radio (alliance M92) Prey
group has three newspapers (L’Express de Madagascar, Ao Raha L’Hebdo), two
radio stations (radio and radio Antsiva Tana) and television RTA.
Politicians hence do not hesitate to set up media conglomerates (some close to
power, such as Viva Radio and TV while others align themselves to the opposition,
as in the case of Midi Madagasikara).
