placement of advertisements as a means to
interfere with editorial content
Companies, such as mobile operators and the agro-food sector, hold the largest
share of the advertising market. Panellists felt that the predominant criteria
which advertisers consider is the reputation of the media outlet. The government
regularly publishes institutional announcements (calls for expressions of interest
or tenders), but only in those outlets that are sympathetic to the government. As a
result, newspapers that have a limited audience might be awarded advertisements
or announcements because their content is in line with government policy.
