ANALYSIS:
There is no Freedom of Information Act yet. The granting of any access to public
information is up to the discretion of civil servants. The process of drawing up
such a bill was initiated over six years ago, as was a Whistle Blowers Bill.
Government seems unenthusiastic about these laws because of feared
implications. One of the envisaged challenges could be the weak professional
