SECTOR 1 Scores: Individual scores: 1 Country does not meet indicator 2 Country meets only a few aspects of indicator 3 Country meets some aspects of indicator 4 Country meets most aspects of indicator 5 Country meets all aspects of the indicator Average score: 4.9 (2005 = 5.0; 2007 = 5.0; 2009 = 4.9) 1.7 Conidential sources of information protected by law and/or the courts. are Participants agreed that the conidentiality of sources of information is duly protected by law, as established in both the Constitution of the Republic and the Press Law. he Constitution of the Republic (Article 48, paragraph 3) states: “Freedom of the press comprises, namely, freedom of expression and of journalists’ creativity, access to sources of information and protection for the independence of professional conidentiality ….” he Press Law (Article 30, paragraph 1) states: “he right of journalists to professional conidentiality for the source of the information published or broadcast is recognized ….” Nevertheless, participants noted that in many State circles, including circles within the judiciary, this constitutional guarantee is either unknown or deliberately set aside. hey noted attempts that have been made to force journalists to reveal the origin of their information. his conduct often leads public prosecutors and judges, especially those at the lower levels of the judicial hierarchy, to be more concerned about discovering the journalist’s source than concentrating on the true facts of the case being heard. Panellists felt that an initiative to educate public and other entities about the media would go a long way in allowing potential sources of information – particularly those in the public domain, to feel safer in reporting misconduct in public administration or criminal practices in society in general.
