here are reports of public radio and television programmes whose commentators
are directly proposed by the Frelimo Party headquarters. Given this environment,
even without impositions by the authorities, there is a growing tendency for
managers, journalists or editors to anticipate this and act in a way they believe
would please the political power.

The state/public broadcaster is adequately
funded in a manner that protects it from arbitrary
interference through its budget and from all commercial
pressure.
Panellists concurred that both RM and TVM are not adequately funded in a way
that protects them from any interference. On the contrary, they noted that public
funding for these two entities is uncertain and unpredictable, and that when
it does come through, it is signiicantly less - usually 40–50% less - than their
essential inancial requirements. Consequently, depending on availability and the
priorities set by the Ministry of Finance, RM and TVM may or may not receive
public funds through so-called Programme–Contracts with the Government. his
model, where funding for public broadcasting is at the discretion of the Minister
of Finance, contradicts the Declaration of Principles on Freedom of Expression
in Africa, which calls for a budget managed directly by the institutions themselves
and approved separately by Parliament.
In addition, participants noted that RM does not even control the funds raised
through the broadcasting licence fee, as it is collected through electricity bills and
sent directly to the Ministry of Finance, which has unrestricted power over the
management of the fund. he Broadcasting Fee is also collected annually with the
vehicle tax.
