information capacity building at parliamentary constituency level,
where constituency information centres have been established.

Broadcasting legislation has been passed and is
implemented that provides for a conducive environment for
public, commercial and community broadcasting.

ANALYSIS:
The Broadcasting Services Act 2001 set up the Broadcasting Authority of Zimbabwe, appointed by and under the control of the Minister
of Information, with the responsibility to issue licences for broadcasting. No such licence has been granted so far.
