SECTOR 4 Activities needed over the next few years: • • • • • • The media and professional associations need capacity and funding to strengthen their structures. The Media Council should be established, a code of ethics be developed and complaints mechanisms introduced. Journalists should form a trade union. Media groups should lobby for the removal of a number of restrictive provisions on the statute books. The government should further liberalise the air waves.
