The public broadcaster is correctly financed in order to avoid being subject to
arbitrary infiltration by means of its budget.

The specifications define the obligations of ORTM and the state within the framework of
execution of their public service mission. They define the obligations related to the public
radio and television broadcasting of national broadcasts with at least 50% for the
television.
In exchange, the state is committed to an annual financial contribution in order to balance
the exploitation deficit. In this regard, an annual aid in the form of a subsidy will be
attributed to ORTM. This subsidy covers close to 2/3 of the office budget, in other words,
