To realise this vision, the ICT policy was designed to “fully” integrate information and communication technologies into the socio-economic development of Nigeria. The policy seeks to create a conducive environment for the rapid expansion of ICT networks and services that are accessible to all at reasonable costs; and that contribute to the development of the various socioeconomic sectors of Nigeria.19 In addition to the Ministry of Communication Technologies, several government departments and agencies work to promote ICT integration across multiple sectors. These include the Nigerian Communications Commission, the National Information Technology Development Agency, the Nigerian Postal Service and two parastatals: the Nigeria Communications Satellite Limited and Galaxy Backbone Plc. Initiatives to promote ICTs in Nigeria range from school access programmes to the deployment of a broadband backbone infrastructure.
