3.4 The state/public broadcaster is accountable to the
public through a board representative of society at
large and selected in an independent, open and transparent manner.
In the present case, it is rather the opposite. As a result of the reforms applied
in public institutions in 2011, Congolese National Radio Television (RTNC), which
is the state broadcaster, indeed has a new board of directors and a new director
general. In practice, however, RTNC is accountable to the leaders of the ruling
party.
According to Articles 9 and 10 of decree no. 03/62 of 3 December 2009, RTNC’s
board of directors consists of a maximum of five members, including the director
general. These are appointed, relieved of their functions or dismissed by the
President of the Republic upon recommendation of the government.
In fact, the board of directors does not represent society, in its entirety. It does
not include civil society representatives and the board memebers are appointed
by the Head of State in a discretionary manner, drawing on individuals belonging
to the majority in power.
