Websites, blogs and other digital platforms do not need to register with or obtain
permission from the state; they need only register with a specific domain. The
.za Domain Name Authority falls under the Electronic Communications and
Transactions (ECT) Act,23 but this is merely a regulatory body run by technically
minded people who are appointed by government. At a higher level, Internet
service providers need to meet certain requirements to be registered with the
state to operate their businesses.
