There have been some consultations, including soliciting views from the
provinces; but the parliamentary portfolio committees, themselves, do not have
control over the final bill. So, in many cases, the consultations are not meaningful
because the final product is not reflective of what took place on the ground.
There are also terms of reference for inter-ministerial committees – i.e., to deal
with specific constitutional matters. Therefore, anything not related to the
constitution will not be included.
There is, therefore, a need for civil society to understand the operations of these
committees in order to have effective interventions.
