In justifying the shutdown, government applied incorrect legislation (i.e. the Interception of Communications Act of 2007). In 2019, there was also an attempt to block access to certain social media platforms at educational institutions. This was a result of an order from the institutions themselves; and is an indication of the increasing militarisation of state institutions, including higher educational institutions.
