The situation in Mozambique is peaceful, since citizens are not, in any way, subject
to constraints in this regard. Access to any international means of communciation
by citizens is therefore not subject to any State authorization.

2.3 The editorial independence of print media published by a public authority is protected adequately
against undue political interference.
Firstly, it should be noted that, materially, Mozambique effectively has a public
print media, or public sector print media, at least for comparison. At least three
newspapers – Notícias (daily), Domingo (general weekly) and Desafio (sporting
weekly) –, which are owned by the Sociedade do Notícias, which has the Banco
de Moçambique, a public entity par excellence, as its major shareholder, fall into
this category.
The public written media, or the public sector, is not adequately protected against
political interference. The simple fact that the editorial executives do not enjoy any
guarantee of irremoveability explains this situation. There is nothing to protect
them from this interference, strictly speaking. The publication of something
which, even of supreme journalistic quality, is not to the liking of those holding
the political power, may end with resignation or something much more serious
for the editors responsible.
