SECTOR 2 As to investigative journalism, the panel mentions the practically unique example of the magazine La Gazette. Indeed, the panellists note that journalists do little investigation. However, many training courses in investigative journalism techniques have been organised for the benefit of professionals, particularly between 2000 and 2005. But this has not been followed by significant development of this form of journalism. Finally, a member of the panel wonders whether, under the present circumstances, it is not too much to demand of journalists to do investigative journalism. In the view of some panellists, this could be explained by the lack of means. Evidence of this is that, when technical and financial partners make such means available to the media, they make the effort to get to the bottom of things. This explanation is not completely satisfactory for part of the panel. According to some, it is also a matter of laziness, in that many journalists are quite content to take on board information and statements obtained from resource persons. The perfunctory and instantaneous treatment of information by radio stations seems to have a negative influence on journalists of the print press. At first, voices in the group speak out to interrogate the concept of public interest and the notion of programme quality. There is some difficulty in reaching consensus on an assessment grid for the two properties. While some feel that each of the private channels proposes contents that are relevant and appreciated by the public, others think that it is not enough for them to perform well in a particular aspect to meet the required minimum. They advocate a more comprehensive approach. AFRICAN MEDIA BAROMETER SENEGAL 2013 95
