The 2002 amendment to the ZNBC Act authorises the ZNBC to collect a K3 (US$0.30) fee for every household with a television set. In effect, this is every household that receives its electricity through the state-owned Zambia Electricity Supply Corporation (ZESCO), because the monthly levy will be deducted from every Zambians’ electricity bill via ZESCO. The ZNBC additionally has a Levy Unit which collects levies by, for instance, going ‘from door-to-door’ for those levies not paid through ZESCO. When one purchases a new television set, the levy for a whole year is added to the bill, even if the person may have already paid the fee via the electricity bill. In addition to the television levy, there is a government grant which the ZNBC receives through the Ministry of Information and Broadcasting Services. On top of that, advertisements are another source of income for the corporation. Lastly, ZNBC has shares in MultiChoice and Top Star Zambia, from which it receives revenue.
