In real terms no eforts are undertaken to increase the scope of circulation of the print media up country due to the lack of political will. he state is afraid of the rural communities getting to know what is said in the papers in Cotonou. he absence of a really efective media messaging system has not made it possible to extend this service though the “Benin Modern Messaging Network” (MMB) renders some service whose recovery deadlines are not proitable for the media houses. he practical and informal system involves the use of buses to convey the papers up country though it has the attendant risks of some areas like Parakou getting their consignment 24 hours (in the best scenario) after the papers come out. his is why some media houses have chosen to place their information on the Net as a means of reaching those up country despite the non-availability of internet connection at certain times.
