The Ministry of Communications manages information and communication technologies through departments and agencies. According to the recent Act No. 2014-14 of 09 July 2014 relating to electronic and postal communications, the national policy on ICT and access to electronic communications services shall be developed by the Minister in charge of post and communications (Article 83). A Agency called ABSU-CEP (Agence Béninoise de Service Universel des Communications Électroniques et de la Poste – Beninese Agency of Universal Service Provision of ICT and Postal Services) shall be responsible for “the implementation of the universal service provision programmes for electronic and postal services on behalf of the state”, Article 99, paragraph 4. The E-Benin project is considered by the panel as an attempt to create a promising environment for better access to ICTs. However, at the time of the meeting, participants were not aware of any coherent ICT policy. One of the major problems concerns institutional instability. The panel unanimously pointed out that every time a minister finds his feet and shows initiative and willingness to innovate, he is either transferred or simply removed from office.
